What this service involves

Testing and commissioning is the structured process of verifying that a building's mechanical, electrical, and plumbing systems are installed, started up, and operating in accordance with the design intent and the owner's project requirements.

The discipline spans pre-functional inspection, equipment start-up, functional performance testing, integrated systems testing, and the formal handover documentation that gives the operator confidence in the asset they are receiving.

Carried out by a competent, independent team, T&C reduces the rework, snag-list churn, and operational surprises that otherwise surface in the first year of occupancy.

Process

How we deliver this

  1. Engagement and briefing

    Review the owner's project requirements, design intent, and contractual scope. Agree the commissioning programme and the milestones it must meet.

  2. Planning and documentation

    Produce the commissioning plan, activity schedule, test scripts, and acceptance criteria. Circulate for stakeholder approval before mobilisation.

  3. Pre-functional verification

    Walk every system installation against the design and manufacturer requirements before equipment is energised. Capture every deficiency for closure.

  4. Functional and integrated testing

    Witness equipment start-up, then functional performance testing of individual systems, then integrated systems testing across disciplines.

  5. Resolution and handover

    Log every deficiency, retest after remediation, compile the final report and handover dossier, and walk the operator through the as-built configuration.

  • Mechanical System Testing & Commissioning

    Systematic testing and commissioning of HVAC and mechanical systems — from chilled-water and heating plant through air-handling units, fan coil units, and associated controls. Each system is taken from pre-functional verification through functional performance testing to final acceptance.

    Testing and commissioning of extra-low-voltage systems — including structured cabling, CCTV, access control, public address, audio-visual, and BMS networks — verifying that every sub-system performs to specification and integrates correctly with the wider building infrastructure.

  • Integrated Systems Testing (IST)

    The final commissioning phase — verifying that all building systems operate together as a coordinated whole under simulated normal and emergency operating scenarios. IST is typically the last activity before practical completion and the final evidence that the building is ready for occupation.

    • IST programme development: scenarios, acceptance criteria, and participant matrix

The methodology is similar to new-build commissioning but works backwards: from observed performance against the original design baseline.
